15 years or not

I apologize if this is an old topic being resurrected!

Can anybody shed any light on the 15 year rule and importing a Defender to Canada. According to the Land Rover Canada website in the section for past vehicles- the Defender was sold in Canada from 1992 to 1996. Does this mean that the 15 year rule does not apply as the Defender was sold here. In theory- it would be possible to import a Newer Defender if it can be brought up to Canadian Spec. What is involved with converting a Defender to Canadian Spec other than day running lights and possibly emissions?
Any advice would be appreciated.

Easy answer, the vehicle needs to be 15 years from date of manugacture before it can be imported.....

The defenders that were sold in Canada from 92-96 were modified to meet the North american requirements. It is impossible now to modify to bring up to north american standards due to the air bags and the front bumper. But if it is 15 years old, then it does not need to have those....
