Default Rear fog lights

Hey everyone,
So my P38 has rear fog lights, and has a rear fog light button, but they have not worked since I got my rover almost 2 years ago. I figured it was just an extra option that came with the truck and thats why it didn't work, but while i was taking my dash apart I noticed that their are wires attached to the button, so it should work right? I'm completely lost here. Can someone please let me know if they are suppose to work or were an extra option or something? I'm pretty good at electrical work so If theres a way to fix it and someone knows I would really appreciate it. Thanks!!!

I think they only work when your lights are on.

The rear fog lights are more like VERY bright brake lights. They are red and only work with the lights on.
