windows won't come down - Land Rovers Only

I own a '96 range rover 4.6 HSE The windows switches won't open the windows. what could be wrong, since I've checked the fuse and they are all good. please somebody help me.

You might have a faulty window lift ECU. Parts & labor = $200

Can you here the window lift motor working when you press the button?
