Brake Pedal vibrating - Land Rovers Only

I have a 97 Discovery and it seems when the road is bumpy the brake pedal will vibrate and the ABS seems to fail, wondering if there is a relay or ABS module that may be defective. Have to press harder on pedao when this happens. Any help will be appreciated.

its on occasionally intermittent
