ECU and Finding Previous Owner

So after debating what Mod's I wanted next since I have not really been going off-road. I decided that while the little lady was out of town and I had access to two cars. I would go ahead and Chip the vehicle. I contacted PowerChips and the sent me all the info I needed to get the chip. Shipping was included in the price $390. I sent it Tuesday afternoon and they had it by Wedneday afternoon at which time the promptly called me to tell me that my ECU had appeared to have been previously modified and the workmanship was so poor that they may not be able to modify the EPRM on the board with their chip.
I got the vehicle with close to 18k Miles. I called my dealer and they had nothing in their records that showed ECU problems, besides and update since I owned the vheicle. My vehcile has been running well since I purchased it I just wanted that little extra umph! It was the chip or the Exhaust and due to the down time I figure that now would have been an opportune time to do this while I had access to another vheicle I could use while the Disco was down.
I am trying to find the previous owner to find out what kind of modification had been done to the ECU and why. As far as I know PowerChip is the only one that does ECU upgrades to Land Rovers in the US. Does anyone know of anyone else???
Does anyone know how to find the previous owner of a vehicle?
