Okay well i have an 01 disco SE and i currently dont have 800 bux to spend on a rack that has mounts for the fog lights. I just need to know if there are any alternatives to a rack. thanks..

If you are going to fit only fog lights, then the roof is not the place for them. They need to be fitted on, or if possible, below the front bumper bar.

Why do you want lights on the roof? Just curious.
Google some light bars. But you're probably better off using a Spot or Pencil beam above the bumper if you want light out in the distance. Or as disco said.. use fogs under the bumper to get 'under' the fog to illuminate the road in fog.
