Jet engine whinning sound.

Ok guys I dunno how to describe this one but here it goes..

I've started to notice a very loud whinning sound with my 01 disco

when the car has been sitting (usually over night) I start my car
and I hear this really loud whinning. and it runs for a while and stops.

here's the catch, if It starts whinning and I shut the car off and immediately start it again it goes away.

This morning I decided to try and track down the sound and did so.
It's coming from some black round casing near the (US) passenger Side under the hood right near the firewall. I have no idea what this thing is.

any thoughts?

It's called Secondary Air Injection (SAI for short). It's an emissions thing. Do a search on here or discoweb.org for SAI, and you'll find everything you need to know.
