Default Starting Problem

I have a 2001 LR DII with 63,000 miles.
I have recently had issues when you stop the car, turn off the ignition sometimes it is having problems restarting. If you let the car sit for about 30 minutes it will start. This morning I was going through construction at a slow pace and it seemed that it was going to stall on me. The last time I was in the dealer stated pressure on the fuel pump was a little low at 38. The temp is fine and no lights are coming on.
If it was a carburettor I would think it was fuel evaporation.

Try this. In a situation where the truck won't normally start, turn the key on but don't engage the starter. Turn it off then do the same again. Third time continue to completely start the truck. Does it start?

Most likely the dealer didn't even check the pressure at the rail, it is nearly impossible to get to on a D2.
Do you get any check engine lights, if so have you had the codes checked?

No check engine lights come on and the LR dealer only came up with a bad spark plug cable for it missing which is what I took it in for. It is no longer missing. Then I got a mirad of other issues they would like to fix which came upto over $5000 which included the fuel pump (alot have failed on the DII's laterly)

Maybe the fuel regulator?

I always understood that fuel pumps either work or dont work. They dont just half-work.

Maybe the sock on the end of the pump is dirty?

I would go for a second option, the dealer as already lied to you regarding test the fuel pressure at the rail, which is nearly impossible on a D2. Second D2 pumps don't fail that much, unless of course you alawys let it run to near empty before filling up.
What else did they try to sell you?
