My 99 disco II wouldn't shift out of H range. I used to put in low once a month to keep it healthy, then gave it to the wife and 2 months later its stuck. Have tried everything. Car is in nuetral, put in gear (f & r) and back to nuetral and still will not budge.
ANy ideas on what to do?

I think Mike nailed it. Happened to a friends D90 once, there is a shift lockout solenoid on the Tcase that prevents you shifting into Lo at say, 75 MPH BOOM! Dealer can test and replace it quickly and cheaply.

my 00 D2 had the same problem. My local shop just gutted the solenoid which is good because it cant fail again, but bad if someone were to be driving at say 70 mph and shoved it into low range... If you have the solenoid replaced I think the part alone is like $150
