What's this part? - Land Rovers Only

What are the two black blocks (one big, one small w/ a 15-Amp fuse) attached at the top of the fuse box inside the engine compartment of the 99' Disco2? Someone told me it could be related to the Off-Road lights relay. Thanks for the help.

I have a 99 DII, and I would go look at mine but it is raing out. Do you have an owners manual, it should be shown in there, if not I will go look when it stops raining tomorrow.
