Default wipers slow to go

I'm going on week three of my life as a Disco owner. The first (slowest) speed on my D2 wipers are delayed by about 30 seconds before they begin to wipe. The fastest speed does not seem to have a consistent formula as to when they will begin to wipe....but are delayed also. The middle speed works right away.
Any suggestions....is this the wiper motor going bad or something with the switch? Thanks!

Sounds like the first setting you are using is the intermitent setting wich doe have variable speed setting, the second setting is slow and the third is high.

The slow blinker thing is because of the turn signal switch. If you pull it out, take it apart, clean everything, and put it back together with a good di-electric grease, you should be fine. Or, if you're lazy, you can just order a new one.

It's been a while, but as I recall, you pull off the cover around the steering wheel (3 screws or so), and then the whole assembly just unscrews (maybe 4 screws sounds right). It looks like this

take that out, then take apart the mechanism (that rectangle-looking thing attached to the lever), you'll need some q-tips and alcohol to clean off all those connections inside there, apply some dielectric grease, and reassemble -OR-, just order a new one. You could also replace with a used one, but I would make sure it was out of a newer (say 03-04) Disco so you don't have the same problem again.
