Plastic Spare Tire Cover

What kind of wheels will the hard plastic spare tire cover fit?
I'm talking about the gray/silver one that says Land Rover and mounts with three bolts. Will this only fit steel wheels or should it fit stock wheels too?

I would also like to know the answer to this question. I purchased one of those covers and it did not work on my wheels either. So now I would like to sell it and it sure would be handy to know what it does fit.
