You can sand these rims down and paint them with the tires still on them.

1. Sand the rims.
2. Use a tack cloth to clean them off
3 Just buy a couple of tubs of Vaseline and smear liberally all over the sidewalls of the tires. Dont get any on the rims of course.
4. Then paint the primer,
5. let it dry,
6. sand and paint the main color in this case black.

Whola you have blacked out rims. Clean off the petroleum jelly and your all done.

Some tips:

Buy good paint Youll need only 2 cans of each (primer and paint) so buy the good stuff.
High gloss will clean easier but will show scratches more too Satin may be better.
Dont skimp on the vaseline, goop that on the sidewalls. If you miss a spot and are not careful youll have primer on the sidewalls (probably wont see the black at all).

Good Luck.
