Default Flywheel housing questions

While searching for oil leaks I discovered this weekend that my Series III has three bolts that are stripped next to one another between the gearbox and flywheel housing.

Would it be safe to get slightly longer bolts and put nuts with spring washers in

The flywheel housing also has a threaded hole at the bottom on the engine side, should there be a bolt in there

What is the purpose of this hole and could oil leak from it

the threaded hole is there to function as a drain so oil doesn't get into the flywheel. Mine has a plug that is stored on a small flange nearby that is used to seal that hole before I go wading...when I remember to use it! When I forget I need to pull my starter out and clean it up.
