ended up the master cylinder, though new looking was rusted to the servo. The pin was seized. Had to take the pedal box out to get the pin out, but couldn't get the pedal box past the steering shaft or clutch master till I got the servo off. Which was made a lot more easy by the shattered servo shaft. So I was doing it correctly. It was just very old.
