Question 95 RRC Radio Problems

Hello, I am having a problem with the radio in my wifes 95 classic LWB. When you turn the radio on it just starts flashing on and off, I disconected the battery and let it sit for a while. when i turned the radio back on the display was fully lit and read CODE, I entered the code, radio beeped and FM display came on then it just started flashing on and off again. Thinking the radio was bad I swapped it with the one in my 95 classic LWB but it only flashes also. I put the radio out of my wifes truck in mine and it worked fine so I know its not the radio. I then got a near plug and play aftermarket unit from the junk yard and put it in my wifes truck and it stays on and works fine. so now im stumped, has anyone had a problem like this before? ever heard of this happening? is it some sort of relay or security feature? Im at a total loss and the boss lady really wants her factory system working ASAP. Any Ideas?

going to go out on a limb and suggest its the ignition loop power to the radio somehow causing the problem.
