Distributor - Land Rovers Only

In trying to resolve some rough running issues with my '95 Classic, I noiticed the vaccum unit has what appear to be two nipples. One (right side as you face the engine), has a tiny hose which runs to the intake. The other faces the engine and is on the left side as your facing the engine. This one does not have a tube attached. Is this correct???

Yes it should be capped off however.
