As indicated above, the rotor will move as you insert Distributor, so start with a bit before the no 1 position. But you have to make sure that your motor is at TDC on the power stroke for no 1 cylinder.

Yes I was doing that. I checked that there was compression just before tdc with my thumb on the spark plug hole, so I am definately there. I spun the oil pump to the point where the book shows, and it seems like one tooth either way brings me on either side of the num 1 lead. blah

You should be able to rotate the whole distributor about 1/4 of a turn, so if you can get the rotor button close to No 1, you then rotate the distributor until it lines up.
