Question Engine inspection

Hey now..Just doing the usual under the hood belt/fluid check.I decided to check the hoses and the breather element on the valve cover.I replaced the foam filter last year. I removed the filter and notice that the small hole was solid(clogged?).I did not touch it until I got opinions on it.Is the small opening supposed to be clear or is there a valve of some sort that vents one way....Thanks in advance

Mine seemed clogged too. But it's such a small hole I don't worry about it.

I thought that it was to vent at that point to avoid the leaking from the oil seals. ??
