Does anyone know the location of the fuel filter on a 2000 P38 HSK 4.6?

SE or HSE? No HSK.

No, it's an HSK. It came out briefly in 2000. It's very similar to an HSE except that I can't find the fuel filter. I don't want to drop the fuel tank to try and find it if I don't have to.

right side inner frame rail just ahead of fuel tank almost infront of transfer case.
it is a metal normally stainless steel
