Default No Start problem solenoid relay? ignition switch?

I got out of work and the rover wouldn't start. It has plenty of juice in the battery. i finally jumped a wire from the main positive terminal on the starter to the solenoid and she fired up. The problem is the solenoid is not getting voltage. i cleaned the connectors , and now am working back from the starter(which works fine when it gets electricity) i guess the next thing to check is the solenoid relay. i already tried swapping it with one that is known to work from the power seats and it didn't make a difference so whats behind that the ignition switch? what should i do? can test for current at the solenoid relay , i assume its getting nothing either. its an 89 county.

Update: i found that continuity from the starter relay to the solenoid is good. i found voltage is present at the starter relay. and i thought i was getting a good signal from the ignition switch but i am a little confused: on the two signal wires coming into the starter relay from the ignition switch : i thought one was a ground and one a positive wire. but i am getting positive current from both. perhaps this is the way it is supposed to be... "to excite the relay to click over" but i am only getting 5 volts on one wire, the other wire gives the proper 12 volts required to flip the relay. i believe this is why the starter relay wont click over and give voltage to my solenoid. so my suspicion is somewhere in the ignition switch one of the wires has bad connection... thus giving me a weak "excite signal" to the starter relay... any advice?

Turns out , it was the start inhibitor switch ,which breaks the ground on the start circuit in the event of an attempted theft. i believe it requires a lucas scanner to reset the switch in the ecu. i just gave the circuit a new ground for now until i can find out how to reset the start inhibitor switch. anyone know?
