Default RRC borg warner stuck in high

I have a 95 RRC that will not go into low gear. Tying to figure out if it is a TC issue or a linkage issue. Anything I can do or look at to determine the issue before changing the TC to the LT230?

I figured it out. Bad solenoid at the TC shifter.
