Default Test proceedure for ECU and Air flow meter??

Hi,
I have an 89 R/R which runs very slow at cold tickover, almost choking itself, when run for a couple of mins or about 1/2 mile everything is ok.
ECU is PRC4764 and it is not the hot wire type airflow meter.
I have had the multi meter out and checked cold start sensor, Thermistor, air flow meter( ignition off) reset throttle potentiometer, all ok.
But the final test is with ecu disconnected and ignition on, and pins 8&9 on the air flow meter should read 4.3 volts, it does`nt any one know why or what the fault could be???
