Default was tilt steering wheel available on a 90 rr classic?

a tilt wheel is about the only interior comfort item this thing doesn't have, was it available? If so, anyone retro fit tilt steering in one?

Right-Tilt was only available on the 1995 model Range Rover Classic in the US (Elsewhere all models with the "soft" dash [1995 US dash] between 1994-96]
P38a RR (4.0 / 4.6) has tilt / telescopic steering wheel but not powered electrically.

By the way, those Edmunds options and facts are usually wrong. A Range Rover does not have "auto locking hubs" because its permanent 4WD. Part-time (and even some full time) 4x4's use unlocking hubs to improve fuel economy. Range Rover uses a third center differntial.
"Auto leveling" means the single Bogemat spring mounted on the central a-frame in the back only, these things basically never worked when they were new. "Special Factory Paint" was not standard but rather on County models only you could opt for a $300 Beluga Black option. That was the only "special paint." Also, the audio system specs are wrong from Edmunds too-- Base models had 6-speakers and the same head unit as County models. County models had an optional 6-CD changer but came standard with the a/d/s system with 7 speakers counting a subwoofer.

Nothing against you hamrendan just I can't stand Edmunds.
