'96 Disc Head Light Switch Replacement

Hello everyone, my Discovery have no dash lights, no exterior side lights.
Fuses and connectors are ok so I suspect the first position on the combination switch is not making contact, 2nd position is fine as head lights go on, by the way the switch is very expensive. Do I need to take the
St. wheel and air bag out in order to get to the swt.
