Default 99 disco 1 electrical system drain

I have a 99 disco 1 - a few months ago i had a problem with the fuel pump - it ended up being a connection on the top of the pump was dirty and worked itself loose (we had the fuel tank opne and pump out). we got it all back together and i started haveing a check engine light. now the system is acting like something is draining the battery all the time - when i start it has the "charge up for a couple minutes" until the tach starts to work. and if is turn on too many things the system is pulled down (the tach working is what i use to see when the voltage is low). i bleieve that when me and my buddy opened the fuel tank we didnt seal it vback up right - guessing right now - and that is causing something to runn all the time to try to keep a vacuumor something. am i on the right track? any help appreciated.
