Default brake light bulb mystery

I noticed on my 97 Disco 1 that there are two bulbs (top and bottom) in the brake light, reverse and signal assembly, NOT the brake lights on the bumper.
The bottom 2 bulbs on driver and passenger side of the assembly do not light up when the brake are applied. I changed the bulbs and still doesn't light up. Nothing happens.
The top brake lights in the assembly light up fine, but the bottom ones don't. All other bulbs in the assembly work fine, but the bottom 2. Are they connected on the same circuit? Is it supposed to light up at all? There is a bulb in there, so I assume that it is a brake light bulb.
Any ideas what could be the problem?

You may be referring to your fog lights. In the binnacle (right in front of the steering wheel), you should have a fog lamp switch (I can take a picture if you need it) - when you press that, the red lights will burn bright...

Do you mean;

the bottom lights do not "light" at all or they are lit, but do not get "brighter" when the brakes are applied?

The rear fog lights only work if your headlights are also turned on.
