Charging system at low rpm.

I have a 96 disco and the charging system doesn't work all the time at low rpm and a load "lights and blower fan". I rebuilt the alt. no change then replace alt and battery and ground wire still no change . Any one have any other idea's .
The batery light doesn;t come on and the tach doesn't work when not charging. I have put a metre on the battery to chech when it is charging and when it isn't
It is worse in colder weather -25

Have you fully charged and load tested the battery? After a full charge, have someone do a load test on the truck, that will show you your problem.

Even with a fully charged batery it still does it though
