Check Engine light - Land Rovers Only

The check engine light on my 95 Discovery came on with a code 48.
Suggestion was to clean stepper motor and clear the faults as follows:

1) Switch Ignition ON -- Do Not Start Engine.
2) Disconnect Serial Link plug, wait 5+ seconds.
3) Re-connect Serial Link plug.
4) Switch OFF Ignition, wait for main relay to drop out (click).
5) Switch Ignition ON and check display unit for further codes to appear. Clear each as above

As this did not work I replace the stepper motor and did the same still have the problem.
Suggestions?

did it not clear the codes at all or did it come back?
