Default D1 Cruise Control requires power cycle after start

My '99 D1 112k miles cruise control generally works, but recently did not; I leave the cruise control power on always. When it wouldn't work, I cycled the power via the dash switch, which restored normal function. It continues to work until the next ignition power cycle (i.e., park and shut off car, then return and re-start). Normal function is always restored via a CC power cycle.

What could possibly have failed? Yes, I know, the CC ECU, but this seems like a strange failure mode.

Any help appreciated.

For the record, I replace ALL of the vacuum lines approximately 3.5 years ago, all the way from the vacuum pump to the servo to the pedal switch.

I'd check the new hoses anyway, since it was the most recent work but I am guessing something is screwing up the vacuum.
