Default Diff Lock repair problem

I am repairing a stuck diff lock on my 1995 Discovery 1. I am using the page that Evan Earle wrote on the repair which is excellent; however there are some things I cannot figure out. I have removed the diff mechanism, cleaned it, freed the frozen parts and it is operating correctly. I have tested the mechanical link on the transfer case itself. (The one the bar goes down to) It switches on and off correctly and the light goes on and off as it should.

In putting it back together the thing I cannot figure out is the following, the second linkage that is hooked to the side of the transfer mechanism that attaches to the teeth, is that linkage supposed to move that lever or is that just supposed to provide support for pushing the rod in and out. It does not seem to move at all and I am not sure it is supposed to.

Any help would be appreciated.

it doesn't move its just a pivot point.

Thank you for the info it was helpful. Also thank you the link it is great. I have a subscription to a site that is basically an online shop manual and it also has service documents for the dealer. AutoZone owes the site. I hae found it to be pretty helpful. (Alldatadyi)
