Disco Side Steps?

The front side of my side step just busted right off. It looks like it rotted from the bracket where the previous owner had a very old and rusted key taped to it right where it busted off at, which the sticky electrical tape may have helped it along in the rusting.
I know these steps are not cheap and we're wondering if we could either just get new brackets or have the step welded somewhere to a new bracket etc.
Does anyone know of a diagram of how these parts fit together(I have to leave the house and cannot figure out how to get the other side off!) or has had any probs like this before?
Also, is there a prof. welder who would know if a welder could make this strong enough to handle 150-180 lbs person stepping on them... or do we just need to purchase a new step? I doubt we could even find one like the passenger side one. These are really nice, but we haven't seen them on any other Discos.

i actually found the 2 bolts, but they won't come off- too stuck.

add a little heat from a torch. Should free them up
