Default Factory Front Fog lights but no switch

I picked up my 99 Disco 1 a monthy ago. The dealer took off the front brush guard and lights because it was rusted but i took them back. The lights are the giant land rover factories with factory wire harness and plugs but i have no switch in cabin to turn them on. there is also a hella relay along side under hood fuse block. I have a rear fog light button left of steering wheel but it only lights up red lights in the back. any ideas?

there should be a blank there. Pull it out and put in the fog switch.

hard wire it urself bring the ground to body and the switch feed from the fog lights to the switch then take postive feed from the out going side of the fuse box9 (maybe the 5amps or 10amps)

the dealer i got truck from took off the lights and brush bar, i got the lights back, brush bar was too rusted and i thought i could just buy another one. the factory plugs for the lights are tucked behind the grille, the hella relay is next to fuse box, i just dont see a switch anywhere, the rear fog light switch works and turns on a second set of reaar brake lights.
