Hesitation at 3500 RPM? - Land Rovers Only

For some reason in every gear from 1st through 5th when I hit 3500 RPM it burps/hesitates/sputters whatever you want to call it up till about 4000 RPM and then goes back to normal. Anyone have this problem before or tell me what would cause this? Map sensor?

Does this only in that RPM range.

It DOESN'T do it in neutral?

My 96 seems to do that when I have a vacuum leak somewhere.

There is no load on the engine when it's in neutral.
