Park and Neutral Noise Question - Land Rovers Only

I have a 1998 Land Rover Discovery LSE with 81,000 miles. In the last month I've had a this problem happen maybe three times. I'll start the Rover up and when I put it in Park or Neutral a loud noise comes from the engine, almost like it's trying to restart. When this happens the raido, CD, wipers, windows and other electronics won't work.

I turn the Rover off and then start it again and it's like it never happened. It will sometimes go weeks without happening and then it will pop up.

Has anyone run across this before?
