will a torque angle meter do the same thing as a torque angle gauge? and do i need to use it for the whole time im putting the bolts in or when im torquing them down. could i go like hand tight and then use it or from the beginning.

Check your Haynes manual...if I remember correctly, you use a torque wrench for the first round of bolt tightening - in the correct order of course, and then two rounds of 90 degree further tightening with your angle gauge. Make sure you do this job perfectly to avoid trouble and guilt later!
