The idle is fluctuating at idle at leat 75% of the time. Did some reading and saw how the "Clean Idle Control Valve" might need cleaning. Should this be my first course of action or should I trouble shoot something else?

Did you ever figure out what was going on? My 06 full sized RR does the same thing except that it seems to stop and remain stable after about 10 minutes.

Clean throttle body and reset adaptions and call it a day.

Try cleaning maf with carb cleaner as well
