2011 lr4 fan clutch doesn't stop running a little heavy. Plz help

I have 2011 LR4 with liquid activated fan clutch and it runs non stop. The truck runs a little heavy in low gears. How can i determine a faulty fan clutch

Try to stop it with a rolled newspaper with engine running when the radiator is cold, if it doesnt stop it's fubar'd, so it is if you can stop it with hot radiator, the gist is that it must freewheel with cold engine and lock solid with hot radiator
