Hello, I’m ready to buy a 2016 LR4 with 33k miles and I’m in need of some advice. According to the car fax, at 15k and 28k the PCM and the computer were reprogrammed. Two times in 4 years looks like it could be a red flag, but I don’t know if this is a problem or simply an update to the computer system. Any advice would be great.

there's probably no reliable way to determine whether the programmings were compulsory service related or elective.

i can say that land rovers from 2005 onward are incredibly complex and sophisticated in their electronics and computers. me personally, i would be wary of repeated programming service on that rolling computer. if it ends up being a project, it'll be a costly one. in my neck of the woods, a 2016 with those miles will run around 40k, and i'd have to feel just perfect about it.
