Looking to purchase this 2003 Disco that has coolant leaking out of the throttle body plate... that would not be a problem since I can fix that but there is also a constant leak from the coolant reservoir while the engine is running. Coolant leaks through the overflow hose. Would that indicate cylinder gasket problem or means that system needs to be bleeded?

First move would be to put a new tank cap to be ruled out.... if no change then unfortunately it can be a head gasket issue

It's interesting that it starts leaking as soon as you start the engine... and the overflow tank is not even half way full

Don't panic. First replace the coolant reservoir cap. As they age they lose the ability to hold pressure. They're ~$15 and available at any auto parts store.
