Factory spot lights- adjustment tool?

Factory A-bar with factory spot lights. You loosen this thing to adjust them, then tighten it up. Problem is, it's tricky to tighten. There are two small holes (opposite each other). I can't get a socket on the bolt head in the middle. Is there a special tool to tighten this, and if so, what is it called?
