I recently replaced a fuel pump in a 99 disco. After replacing the pump the truck would still not start. I did not set the pump correctly in the seal. Could this seal issue have created a lack of pressure leading to no start? Thank you.

As long as the pump stays submerged in fuel it should work temporarily to at least start the engine. Did you check for fuel pressure at the rail? If there is fuel pressure then my next check would be the crank position sensor.
