1994 RRC aux cooling fans are on when the engine is cold

I have a 1994 Range Rover County that was leaking coolant from the head gasket. After replacing the gasket, fuse # E3 (under the passenger seat) was blown, thus preventing me from turning on my rear wiper. When I replaced the fuse, I turned on the ignition key to position II. Then the aux cooling fans came on although the engine was off and super cold. Less than a minute later the same fuse blew again. I disconnected the coolant temperature sensors to see if anything changes. Once again, the aux fans came on and the fuse blew again. Any idea as to what is going on? Many thanks in advance.
