HELP!!The ant-theft mode won't turn off on my 97 Land Rover Discovery

I have a 97 Land Rover and I don't know what to do to get it out of anti-theft mode. The lock on the driver's door is broken, I have 2 keys and no remote for the locks or alarm, I have read up on stuff to try but no luck yet. Whenever I try to crank it up the alarm light is still illuminated, and it acts like it's not getting the gas to actually crank up. Please if anyone has dealt with anything similar and has any advice, they can give me please let me know because I really need my Rover up and going again. Thanks
