I'm admittedly pretty bad at electrickery, but I'll bet if you trace that wire back to the fuse box you'll find the sheathing has worn off somewhere. Best off to replace the whole wire.

Power goes directly to the horn un-fused. A ground wire goes from the horn to the button in the steering wheel. When you push the horn button, you are creating the ground. It is easy for this wire to ground somewhere.
