I have a 2002 Disco II and I apparently have a leak at the pittman arm shaft. I have 139,000 miles and the steering feels good with no wobbles on bumps or play in the steering wheel.

My question is has anyone tried installing one of the seal kits available for under $100 from various providers? I'm wondering if it will actually fix the leak on the pittman arm shaft and last for any time at all.

It depends if you just have a bad seal or if it has a leak due to a part actually having slop or has worn out.
If its the latter. ...your leak will just come back sooner vs later

Try some Lucas additive with stop leak and see if it stops or slows the leak to an acceptable level.

visually I had the same leak. When I looked at it deeper the leak was from the PS pump. It was dripping down into the gearbox. There is a youtube video of a rebuild of the gearbox. There is a lot going on in there and I would suggest a used box with half the miles.
