Always on when the engine is running??
If so, you will need to find either a dealer or some mechanic with a test book.
If the lights stay on with the key off then it is eother the headlight switch or relay.
Let us know what you find.

yea its not a big deal i was just wondering, but yes they are on when the engine is running. but i glanced at the manual and it said something about rovers from canada only. but i bought in dallas.

If the speedo main numbers are white and in Kilometres per hour, and the smaller secondary numbers are orange, I think, and MPH then its probably Canadian, or a previous owner had the the daytime running light feature activated by a dealer for safety reasons. The function is controlled by the BCU and can be activated or de-activated using testbook.

No it is not from Canada. the old owner probably had a dealer set up the headlight option thru the computer. If you don't want them on have the dealer scan the body computer and reset the lights to only come on when you are driving.
