There are a lot of things that can cause the cruise control to not work. Things like vacuum lines, relays, ECU, wheel sensors, wiring issues, vacuum pump, etc. Best do a search for it. There's lots of info out there because this is a really common problem on both the Disco 1 and the Range Rover Classic. They are pretty much the same system.
