Noise question

I had the lower cover off the glove box, cleaned leaves from the squirrel cage and went for some epoxy for a plastic repair.

I noticed every time I brake, just before the stop I hear what sounds like a stepper motor engaging for about 3 seconds coming from that area.

Anybody point me in the correct direction? Is it normal noise I simply have not recognized?
