I just swapped out my power steering pump, and the fluid is new Valvoline Synthetic with Lucas Steering conditioner.

Next morning the power steering is stiff again. There are no kinks in the tubing.

1) I am in MN and it is below zero, could this be the issue? Could the fluid freeze?

2) It is not swirling in the Reservoir.

Anyone have any advice or ideas on what to do? Should I bleed the system? Could it be air in the system?

More then a 1/2 bottle of Lucas in cold climate can make the steering growl or feel stiff.
I use it here in Colorado for my ACE and P/S and stay under a half a bottle for each system.
Did you install a new pump or a new used pump?

Unfortunately, a remanned pump. I had not seen the post suggesting the BP Utah pump. I will grin and bear it for now, but go over it and make sure I have everything on tight and sealed. I will also swap out someo of the lucas fluid so power steering fluid to lighten it up a bit.

It is driveable so not a huge deal, and it will warm up outside eventually.

I swapped out a couple quarts of fluid and it is very smooth.

Update: The remanned pump i got from Napa is working great.
